Where the 60" pipes come together, a device called a "lateral" is used to connect them. A lateral looks a lot like a large "Y", but it's also made of sections like the structural plate pipe that it connects. Due to the huge amount of fill on top of these joints, though, it was decided to require a concrete box be built around the laterals. This picture shows one of the junction boxes; the concrete is solid all the way around the pipes, and will provide both stability and protection to the joint within it.
