This machine takes the still wet concrete and shapes it to the final grade and slope required. It follows the elevation and slope for the road from the string just behind the worker, and compacts the concrete using vibration. The burlap hanging down over the concrete at the back of the machine roughs up the surface slightly, and helps rake off some of the water that comes to the surface from the compaction process.
