Aggregate compaction and grading operations taking place south of Buckner Gap. The aggregate base was placed before the concrete pavement was poured, but it has to be properly graded and compacted before the asphalt shoulders can be paved. Once the aggregate is compacted and levelled, a nuclear density device checks to make sure it is meeting the correct specifications. If the asphalt isn't paved quickly, rain can ruin the work by eroding the aggregate. Photo taken in April 2003.
