Looking at the construction between Jarvis Road and Higgins Branch Road. US 23 is to the left in the picture. The slopes along the right side are final; when completed Jarvis Road will parallel I-26 down to Higgins Branch Road. The pipe sections in the center of the picture will be used later as the construction progresses. Photo taken in October 1998.
